JCILPS readies justification memo

The JCILPS has completed drafting a memorandum which justifies the five points it suggested to the State Government for incorporation in the fresh Bill drafted by a committee headed by Law and Legislative Affairs Minister Th Debendra.
Briefing media persons at Sagolband Meino Leirak this evening, JCILPS convenor in-charge Khomdram Ratan said that the memorandum having 97 pages and divided into three sections would be submitted to the Chief Minister tomorrow.
The first section gives detail account of the growing need for enforcing ILPS or a similar regulation in Manipur.
The second section highlights the existence of a separate policy for dealing with migrants when Manipur was not merged with the Indian Union.
It also encapsulates different phases of mass movements for enactment of a mechanism to regulate influx.
The third section gives a detail explanation on the Constitutional validity of the five points suggested by JCILPS and their acceptability under international laws.
Ratan said that the number of non-local people swell to around 10 lakh in 2011 from just 2718 in 1948 after the then Chief Commissioner abolished ILPS on November 18, 1950 .
Soon after the memorandum is submitted to the Chief Minister, its full text would be made available to media including www.e-pao.net.
To a question, Ratan maintained that they would only submit a memorandum but would not hold any dialogue with the Government for none of the pre-conditions set by JCILPS has been fulfilled till date.
Expressing deep suspicion about attempts to sabotage the ongoing movement, Ratan appealed to all the protesters to spare media, essential services, religious functions and medical service from any form of protest agitation.
