Imphal, February 06 2016 : The Cyber Crime Unit of Imphal West police has finally identified the woman who mercilessly thrashed a small girl in a video that went viral on the social networking site Facebook in the third week of January.

Based on the video and subsequent report from the Child Welfare Committee, Imphal East, a combined team of Cyber Crime Unit, Imphal West and women police officers of Imphal police station started investigating the report, said a statement issued by Police Department PRO.

During the course of investigation, it was found that the crime took place at the rented house of one Toijam Don (32) s/o (L) Achou Toijamba of Thangapat Mapal Konung Leikai near Harikhagok Makhong.

Later, the accused woman has been identified as Toijam (O) Ningthoujam (N) Memcha Devi (55) w/o Toijam Lokeshwor alias Ibochouba alias Kiyamba alias Abo of Nambol Kongkham Mayai Leikai.

She has since been missing.

Further investigation revealed that Memcha has two sons but no daughter.

As such, she requested one of her sisters-in-law to arrange a girl child for adoption.

Accordingly, a sister-in-law arranged a girl child aged about two years for adoption, added the statement.

The girl has been under adoption for about four years now.

During this period, the girl was subjected to severe cruelty by Memcha which left injury marks on her forehead, lips, head and even bite marks on her belly, the statement said.

The child has been rescued by the police while Memcha is still at large.

A case has been registered at Imphal West women police station and investigation is still going on, added the statement.

Stung by the incident, MLA N Biren and former MLA Bijoy Koijam had announced that they would offer cash award to anyone who could provide information on the identity of the woman who thrashed the young child.

The Cyber Crime Unit, Imphal West has decided to hand over the cash to the victim girl.
