For issuing duty certificates to terminated teachers ; Five Headmasters placed under suspension

Altogether five Headmasters have been suspended for helping five teachers enjoy regular monthly salaries even after their appointment orders had been cancelled for pursuing MBBS and BSc (Agriculture) courses.
School Education Department has issued even termination order for one of the five suspended Headmasters as she would be retiring on December 31.The five Headmasters have been placed under suspension for issuing duty certificates thereby enabling the teachers draw their monthly salaries even though they were not attending their schools.
They have been identified as Konthoujam Maning Tribal Primary School Headmaster in-charge G Maiten Kabuini, Irong Ngoubikhong Primary School Headmaster in-charge Sonjangam Haokip, Kakching Khunou New Primary School Headmaster in-charge Khumukcham Kritichand Singh, Tangjeng Khunou Primary School Headmaster Md Nizamu-ddin and Bengi Primary School Headmaster in-charge K Shyamkishore Singh.
Out of them, G Maiten Kubuini was due to retire on December 31.With the retirement process already initiated, a termination order was issued on September 23 last year.
However, the suspension order issued today said that the termination order issued earlier has been annulled.
It further stated that all the suspended Headmasters should not leave their respective headquarters without prior permission of the School Education Director.
Appointment order of Primary Teacher (SSA) Md Taj Mohammad who was posted at Konthoujam Maning Tribal Primary School was cancelled on October 28 last year after he was found pursuing MBBS course at JNIMS.
Even though Md Taj Mohammad could not attend his school as he was pursuing MBBS course, the Headmaster in-charge furnished duty certificates thereby enabling Md Taj to draw salaries regularly, informed a source.
G Maiten Kabuini has been placed under suspension for enabling the fraudulent teacher draw monthly salaries.
Sonjangam Haokip has been suspended on the similar charge of issuing duty certificates to Primary Teacher (SSA) BK Namriboi who stayed away from the school for a prolonged period as the Primary Teacher was pursuing MSc Agriculture at CAU Shillong after completing BSc Agriculture from Tamil Nadu Agricultural University.
The appointment order of BK Namriboi was cancelled on November 8 last year after he was found pursuing MSc Agriculture course.
Even as the appointment order of Primary Teacher (SSA) Thangjam Vivekananda was cancelled on December 21 last year after he was found pursuing MBBS course at RIMS, Kakching Khunou New Primary School Headmaster in-charge Khumukcham Kritichand issued duty certificate to Vivekananda.
It is for this unethical practice that Kritichand has been suspended.
Md Anas Khan was terminated from the service of Primary Teacher (SSA) on December 5 last year after he was found pursuing MBBS course in JNIMS.
But Tangjeng Khunou Primary School Headmaster Md Nizamuddin issued duty certificate to Md Anas Khan which led to his suspension.
Bengi Primary School Headmaster in-charge K Shyamkishore too has been placed under suspension as he issued duty certificate to Primary Teacher (SSA) Rubeiya Huda whose appointment order was cancelled on December 16 last year after she was found pursuing MBBS course at JNIMS.
Following reports that many Primary Teachers, Graduate Teachers and Higher Secondary School Lecturers have been either pursuing professional courses or working at other places too, the School Education Department has initiated due procedures to take up concrete actions against such unethical teachers, said the source.
