Centre holding back NRHM fund owing to non-sanctioning State share

Owing to non-sanctioning of the State Government share, the Centre is also holding back its share for this fiscal year for various activities and schemes being taken up under National Rural Health Mission (NRHM).
According to an official source, as the State Government has failed to sanction its share since fiscal year 2008-09 amounting to Rs 50 crores, the Union Health Ministry is delaying to give clearance on its share for this fiscal year.
Although, Manipur became the first State to submit the audited report of NRHM for the last fiscal year, the Union Health Ministry has decided not to sanction its share until the State Government contributes its share, the source added.
With exception to the salary amount fixed by the State Government, the State Mission Authority is unable to provide the performance based honorarium to its 1500 strong staff, the source further added.
Contending that the State Mission Authority is currently managing to continue some minor projects with the unexpended fund of the last fiscal year, the source added that various civil works are delayed although these works have already got necessary approvals.
However, the source said, the State Government is likely to sanction Rs 20 crores out of the due amount of Rs 50 crores soon.
If the State sanctions the said amount, the Centre might clear its share understanding the unsound economic condition of the State, it added.
