Imphal, December 31 2019:
The Indigenous People's Association of Kangleipak (IPAK) Manipur has urged the State Government to include specific provisions/measures for protection of the indigenous people while framing rules and regulation of the Inner Line Permit System.
A statement issued by the publicity secretary of IPAK today conveyed that it is high time for the Government to ascertain the population count of the indigenous people living in Manipur and added that the rules/regulations should be based on Article 46 of the United Nations Declaration on Rights of Indigenous Peoples (UNDRIP) .

Cautioning that it will not remain a silent spectator if any of the rules threaten the rights and socio-economic prospects of the indigenous people, IPAK conveyed that the Government must ensure inclusion of certain provisions and measures to uplift and protect the indigenous people while setting guidelines for ILPS.
The Government must consult experts concerned in this regard so as to ensure a robust and efficient system, it added.
On the other hand, IPAK expressed gratitude to all those who fought tirelessly for implementation of ILPS system in the State.
Expressing belief that the State Government will act responsibly with the welfare of the people in mind, IPAK urged the Government to strengthen infrastructure at foreigners checkposts it has already established in certain parts of the State.
If the foreigner checkposts are built just for namesake, the unchecked influx of non-natives into Manipur can never be controlled.
In fact, such negligence and failure on part of the authorities will lead to an even more dangerous consequences in the future, it reasoned.
