Imphal, December 31 2012:
Deman-ding the immediate intervention of the Government of India against the backdrop of alleged onslaught of the Nagas in Manipur by the community of Imphal valley, valley militants and the Government of Manipur, the United Naga Council has submitted a seven point memorandum to the Prime Minister and reiterated its demand for an Alternative Arrangement for the Nagas of Manipur, pending a final settlement to the Indo-Naga political dailogue.
Levelling a series of charges, the UNC in the memorandum demanded that the UNLF cadres involved in the killing of K Kumar and K Ramshang at Kongkan village on December 28 and the three cadres of KCP (City Meitei) led by Col Amit involved in the molestation and attempted rape of a minor girl besides assaulting 13 students from Risophung village at Napetpalli on December 24 be produced before the Naga people's court of justice as per Naga customary law.
The UNC also demanded that the UNLF and KCP cadres involved in the two cases be declared as criminals by the Government of India and to immediately check the IEDS planted in tribal areas of Manipur by valley based militants.
The IEDS should be swept and removed, it added.
The other demands included setting up a security post at Kongkan and manned by Central security forces for the safety of the villagers as well as extending all possible compensation/assistance to the surviving family members of the two killed and also to the victims of the assault and molestation.
If the demands are not translated into action at the earliest possible, then the UNC would be constrained to take up further course of action, added the memorandum.
Claiming the social divide along communal lines has been increasing by the day, the UNC urged for an immediate intervention from the Centre for an Alternative Arrangement for the Nagas outside the Government of Manipur pending a settlement to the Indo-Naga issue.
The demand for an Alternative Arrangement has been the registered position of the Naga people, asserted UNC and added that already four rounds of talk involving the Government of India, Government of Manipur and the UNC have taken place.
The memorandum was drawn up during an emergency public meeting held at Ukhrul district headquarters on December 30 under the joint aegis of Tangkhul Naga Long and the UNC to condemn the killings at Kongkan and the assault and molestation of a young girl at Napetpalli on December 24, added UNC.
