ATSUM calls bandh to stress stand
Pass HAC Bill on ADC demand raised

The All Tribal Students' Union Manipur (ATSUM) has called a total shutdown in hill districts on August 23, on the demand that the Manipur (Hill Areas) Autonomous District Council Bill 2021 be tabled and passed in the ongoing Assembly session.
Addressing a press conference at Chingmeirong, ATSUM general secretary SR Andria said that a special assembly of ATSUM was convened today on two agendas-appointment of new president for the union and discussion on the Bill 2021 which was unanimously adopted by the Hill Areas Committee a few days back.
He lauded the HAC members for promulgating Manipur (Hill Areas) Autonomous District Council Bill, 2021 that aims to bring inclusive development in the State.
Claiming that the Manipur Autonomous District Council Act 1971 which is empowered by Article 371C was amended from time to time since enactment to serve the interest of certain people in the chair, Andria contended that enforcing the Act is a scheduled matter of HAC.
As per Article 371 C, the HAC can recommend such a Bill, the ATSUM general secretary said and urged the legislators to discuss the Bill in the Assembly.
He charged that the State Government is showing unwillingness to discuss the Bill.
At the press conference, ANSAM and KSO General Headquarters also announced their support for the total shutdown.
