Air dispensary details not yet worked out: CM

Imphal, February 12 2018: As no definite time and volume have been fixed for introduction of air dispensary in the State, details of operating the air dispensary have not yet been worked out, stated Chief MinisterN Biren on the floor of the State Assembly in response to a query raised by Congress MLA K Ranj it.

K Ranjit also asked the number of air dispensaries to be set up in the State and its funding pattern.

Considering the inaccessibility of health care services in many remote areas of the State due to bad communication infrastructure, the State Government wrote to the Prime Minister, the Union Finance Minister and the Union Health Minister to introduce air dispensary service in the State, Biren informed the House.

Significantly, Union Finance Minister Arun Jaitley in a reply to the proposal of the State had written to Chief Minister N Biren earlier that Pawan Hans Limited under the Ministry of Civil Aviation has been roped in to operate two helicopters at Shillong and Manipur to cater to the need of air ambulance in the North East States.

The State Government also sought one time aid of Rs 120 crore.

In the meantime, the State Transport Director attended a meeting of the officials of the Union Government.

The State Government also volunteered to assign its doctors to air dispensary duties.

The funding pattern is mostly likely to be shared between the Central Government and the State Government at the ratio of 90:10, Biren stated.

To a query raised by Dr Chaltonlien Amo, the Chief Minister clarified that there is no plan as of now to open a police station at Patpuihmun within Vangai sub-division of Pherzawl district.

Lack of budgetary allocation (fund) and delay in the recruitment process of police personnel are the two main reasons for the Government's inability to open a police station at Patpuihmun.

Nonetheless, the incumbent Government has already strengthened security measures at border areas.

The State Cabinet adopted a resolution to open a police station at Patpuihmun in 2014 but it requires recruitment of police personnel.

Nonetheless, the State Government would consider assigning police personnel to Patpuihmun once the ongoing training course of newly recruitment police personnel is complete.

Replying to a query raised by Okram Surajkumar, N Biren reminded that the Department of Personnel issued an order on March 28 last year whereby interview had been done away with in the recruitment of Group C and Group D posts, and the order would be applied to only fresh recruitments.

Officers re-engaged or re-employed after superannuation should perform only the duties assigned to them and they cannot issue any order on behalf of the Government, Biren clarified while replying to a question asked by Kh Joykisan.

To a query raised by O Henry, Forest and Environment Minister Th Shyamkumar said that the department was able to Collect a total revenue of Rs 19.10 crore between April last year till January this year.
