TSE talks to three CSs named in MDS FIR ; I recommended inquiry : Ex-CS

Ex-Chief Secretary O Nabakishore who is also listed in the FIR registered by police in connection with the swindling of Rs 185.79 lakh from Manipur Development Society (MDS) said that the official note which recommended the State Government for a Vigilance enquiry into misuse of fund at MDS was written by him .
Acting on the FIR registered after Planning Department lodged a complaint, Imphal West District Police has started due investigation and its progress would be known in the next couple of days, informed a high ranking police officer .
Meanwhile, ex-Chief Secretary O Nabakishore told The Sangai Express over telephone that he wrote a note to the MDS Project Director when he was ex-officio Chairman of MDS asking the Managing Director to pay certain amount .
The note was written after it was learnt that the bank account of MDS had been left nil .
"As the Managing Director failed to pay back the amount, I directed the Vigilance Commission to enquire into the matter in November last year with due permission of the then Chief Minister", Nabakishore said .
"The MDS bank account then was a joint account and being a joint account, I was required to sign cheques.
But utilization of funds and necessary paper works were the Managing Director's responsibility", he clarified .
Former Chief Secretary PC Lawmkunga who is another accused of the same case said that he served as the Chairman of MDS for a very brief period and there was no deposit work during his time .
"I never signed a cheque", he said .
Former Chief Secretary DS Poonia maintained he cannot say anything about the matter at the moment as he has not yet seen a copy of the FIR.
But all efforts to talk with ex-Chief Minister O Ibobi about the case proved futile.
