ILP guidelines published in gazette, come into effect

The State Government has published the Manipur Inner Line Permit Guidelines 2019 in the State gazette today and the same have come into force with immediate effect.
According to the guidelines, there would be four types of ILP namely; special category permit, regular permit, temporary permit and labour permit.
The special category permit would be issued by the Home Department for a period of three years subject to renewal.
Regular permit would be issued by Deputy Commissioners of respective districts for a period of six months.
Temporary permit would be issued by DCs, Deputy Resident Commissioners of the Manipur Bhavans of New Delhi, Kolkata and Guwahati, SDOs of Jiribam, Songsong, Jessami, Singhat and Moreh, OCs of Mao, Jiribam, Jessami, Moreh, Behiang, Sinjowl and Imphal Airport for a period of 15 days subject to renewal.
Labour permit would be issued by the Deputy Labour Commissioner for a specific period.
All persons or agencies seeking Inner Line Permit shall apply either directly in prescribed format or through online to the concerned agencies as and when online system is introduced, according to the Manipur ILP Guidelines 2019 published today.
People seeking special permit should pay Rs 5000 in the first instance and Rs 10,000 in the subsequent instance.
For obtaining regular permit, one should pay Rs 500 in the first instance and Rs 1000 for each renewal.
Fee for temporary permit is Rs 100 in the first instance and Rs 200 for each renewal.
For bulk permit, agencies/firms should pay Rs 100 for each individual in the first instance as well as for each renewal.
These regulations and guidelines shall not apply to foreigners who shall be regulated and governed by the Foreigners (Protected Areas) Order, 1958 made under the provision of Foreigners Act 1946 and the Passport (Entry into India) Rules 1950 and subsequent amendments.
