'No tracking device in HSRP'

Transport Director H Rosita has categorically clarified that no memory chip or tracking device such as GPS or GIS is fitted in High Security Registration Plates (HSRP) introduced in the State sometime back.
Speaking to media persons at her office this afternoon, Rosita said that the scheme was launched in the State under the guidelines of the Ministry of Road Transport and Highways (MoRTH) so as to make all registration plates, colours and specifications used across the country uniform.
Though no tracking device is fitted in HSRP, it is a very sensitive objective for prevention of crimes.
The scheme was launched in the country in 2001 after modifying Government of India's Motor Vehicle Rule 50 .
A petition filed by the All India Private Vehicle Owners' Association which complained that HSRP scheme has no provision for embedding tracking device was dismissed by the Supreme Court on December 16, 2008 .
The Supreme Court also directed the Government of India to ensure that the same scheme is enforced in all States and Union Territories by making necessary changes to the modalities of the scheme within six months after the same scheme was launched at the National level.
In accordance with an order issued by the Supreme Court, the scheme was launched in the State under DTO Imphal West on December 8, 2011 .
After tying up with the police, Transport Department has been working to affix HSRPs on all types of vehicles, said the Director.
Now a number of vehicles have the HSRP.
The scheme was launched in the State after it was examined thoroughly by a competent tender committee constituted by the Finance Department.
The fee being charged for affixing HSRPs is not higher than fees charged by any other North Eastern States, she added.
