'NCST is the guardian of ST folks'

Kangpokpi, March 18 2021:
Launching an awareness campaign on the role, function and powers of National Commission for Scheduled Tribe (NCST) today at Kangpokpi DHQs, the people were made aware that the NCST is the guardian of people belonging to the Scheduled Tribe category.
The campaign organized at District Council Hall, Kangpokpi was hosted by district administration Kangpokpi and Sadar Hills Autonomous District Council Kangpokpi.
Officials of NCST including SP Meena Assistant Director and PL Bairwa, Assistant Section Officer and Lungthaona Christy Rongmei, Member of Manipur State Commission for Schedule Tribe attended the awareness campaign as resource persons while Somorjit Salam, Deputy Commissioner of Kangpokpi attended as special guest.
Somorjit Salam in his short speech highlighted the purpose of hosting the awareness campaign in the larger interest of the Scheduled Tribe people after Chief Executive Officer, Sadar Hills Autonomous District Council Kangpokpi, James Doujapao Haokip, MCS gave the introductory speech.
The Assistant Director of National Commission for Schedule Tribe SP Meena and the Assistant Section Officer PL Bairwa apart from the State Commission for Scheduled Tribe Member, Lungthaona Christy Rongmei enlightened the people on the role, function and powers of NCST and its composition.
The term of the office of Chairperson, Vice-Chairperson and Members is three years from the date of assumption of charge while the Commission Chairperson has been given the rank of Union Cabinet Minister, the Vice Chairperson has the rank of a Minister of State and other Members have the rank of a Secretary to the Government of India.
The National Commission for Scheduled Tribe was set up on February 19, 2004 by amending Article 338 and by inserting a new Article 338A in the Constitution through the Constitution (89th Amendment) Act, 2003 which, inter-alia, enjoins upon the Commission to oversee the implementation of various safeguards provided to Scheduled Tribes under Constitution or under any other law for the time being in force or under any other order of the Government and to evaluate the working of such safeguards.
Apart from highlighting the duties, functions and powers of the Commission, the resource persons also stated that in accordance with clause (9) of Article 338A of the Constitution, the Union and every State Government shall consult the Commission on all major policy matters affecting Scheduled Tribes.
The awareness campaign also informed the people that they can approach the Commission on matters related to deprivation and exploitation of the Scheduled Tribes' rights adding that the NCST is the guardian of the Scheduled Tribe people.
The awareness campaign was also attended by village chiefs, district civil bodies, local bodies including Kangpokpi Town Committee, Kangpokpi Women Welfare Organization, Kangpokpi Youth Union, academicians, etc.
