Construction of two camps for Pambei led UNLF MHA sanctions Rs 28.99 crore

The Ministry of Home Affairs has sanctioned Rs 28.99 crore for construction of two camps of the Pambei-led UNLF.
Notably, the Pambei-led UNLF signed a tripartite peace agreement with the Government of India and Government of Manipur at New Delhi on November 29, 2023 .
The outfit raised a proposal for construction of six camps.
In response, the Ministry of Home Affairs approved two camps and has sanctioned Rs 28.99 crore under the Security Related Expenditure (SRE) .
The Pambei-led UNLF raised a proposal for construction of six camps at Ingourok and Nongshum in Imphal East, Kakching Khunou in Kakching district, Phayeng in Imphal West, Saiton in Bishnupur and a location in Jiribam district, sources said.
As per the proposal, each camp should be large enough to accommodate 300 to 400 people.
Against this proposal, the MHA has approved construction of two camps at Ingourok and Kakching Khunou under SRE and these camps would be christened 'peace camp' .
However, the MHA has not yet approved construction of camps at the other four locations.
The Pambei-led UNLF has a registered strength of 2500.As such, cadres of the outfit are stationed at the four locations, apart from the two approved locations under a temporary arrangement, said the sources.
On the other hand, a National newspaper published a report on Manipur Police Housing Corporation issuing tender notices for construction of prefabricated houses and semi-pucca houses at the Kakching Khunou camp and the same report was published in a local newspaper.
But the same report did not reflect the factual details and it was incomprehensive thereby creating confusion among the people, said the sources.
According to the tripartite agreement signed at Delhi, the Pambei-led UNLF must refrain from extortion, moving around with weapons and inform the authority if they must move with weapons.
As long as the outfit upholds this agreement, security forces are not authorised to arrest any cadre or member of the outfit, said the sources.
A Peace Monitoring Committee headed by the Chief Secretary has been monitoring compliance with the agreement by holding meetings at least three times in a month.
The committee comprises Commissioner (Home), DGP, ADGP, Deputy Director IB, IGAR(S), IGAR(E), GOC 57th Mountain Division, CRPF IG, BSF DIG and three representatives of the outfit, said the sources.
