Imphal, January 14 2013:
Referring to the recent news reports about youths running out from AR camps after they were lured to the camps under the false promise of recruiting them to security establishments, the proscribed KYKL pointed out that lakhs of youngsters remain unemployed in Manipur without any definite occupation to stick to.
However, till 1970 there were very few people who were willing to work in security establishments.
But today, 63 years after Manipur's merger into the Indian Union, people have started offering bribes to get recruited into AR/MR/IRB.
It was in line with this trend that parents of the two boys from Tharoijam who ran out from AR camp gave Rs 30,000 to the agent who promised recruitment of the boys into Assam Rifles.
The Government of India's economic policy towards Manipur is destruction of its productive capacity and the make the State totally dependent on India, the outfit alleged in a press release issued by its publicity and research secretary A Yaiphaba.
In the last 63 years, Manipur's economic base has shrunk to the point of non-existence.
This is the fundamental reason for people to offer bribe to get their sons recruited in security forces even for the lowest ranks.
Even persons who never have any connection with any revolutionary group may pose as a UG cadre and surrender just to get a job.
Even as 12 youngsters have run out from AR camps recently, there may be people who went to AR or army camps with full knowledge of the Indian military's dirty tricks aimed at enacting surrender dramas.
All the peoples of Western South East Asia (the so called North East India) and the Himalayan belt are physically sturdy and can live in mountains unlike people from mainland India.
To protect its boundary, the Government of India need people of WESEA and the Himalayan belt.
GoI has been using people of these regions to protect its LoC in Kashmir, and also at Kargil, Siachen, Ladakh, Nathu Laa in Sikkm, Chumbi valley border, Sumdorong Chu and Tawang in Arunachal Pradesh.
Youngsters of the region are being used in the way the Ottoman empire used prisoners of war.
Meiteis, Nagas, Mizos, Bodos, Garos, Cacharis etc are being as mercenaries by GoI to protect its boundaries.
At present, Naga Regiment has been playing a big in the GoI's attempt to suppress Communist revolution in its heartland, the outfit alleged.
By recruiting a large number of local youths into security forces, GoI has been using them as an effective weapon to suppress liberation movements and also in safeguarding its boundaries.
Another major factor for the craze among youngsters to opt for military or police profession is AFSPA.
In their search for means to save themselves from atrocities committed under the draconian Act, they chose military profession.
It is a survival technique for a suppressed and helpless people.
The present situation of Manipur is a result of the long term policy pursued by the Government of India for the last many decades to make Manipur completely dependent on India.
Given the present situation, there was no element of surprise when youngsters were lured to take part in surrender dramas using the bait of recruitment.
To avert similar situations in future, it is imperative to focus reviving the State's own economic institutions.
People and entrepreneurs need to build up and strengthen their productive capacity rather than craving for only salaried jobs.
Otherwise, no amount of money given by GoI can save the nation or make it prosperous, it asserted.
Claiming that KYKL-MDF is no longer functional as a group except for extortion, the outfit alleged that AR's attempt to mobilise some youngsters and present them as surrenderees of KYKL-MDF indicated AR's ploys to do something against the revolutionary movement in the name of KYKL.
