Curbs put on financial sanctions

In view of the current financial position of the State Government, the Finance Department will not accord further expenditure sanctions and process proposals for concurrence to expenditure sanction, encashment permission, CDA allocation and withdrawals from MH: 8443, 8449 and other public Accounts deposits until further orders.
An office memorandum issued by Principal Secretary (Finance), Rakesh Ranjan also instructed all treasurers not to accept/pass any bill(s) pending with them until further orders except for salaries of State Government employees including salaries for contractual employees, work charge, muster roll, Home Guards, casual employees, grant-in-aid employees and VDF.
The exception also includes, pensions, pensionary benefits; repayment of loans and interest payments on loans taken by the State Government; all personal claims of Government employees like medical advance, medical reimbursement, GPF, cash in lieu of unutilised leave, TA/DA, ex-gratia/relief payments, LTC etc; charged expenditures pertaining to Governor House, High Court, MPSC, Lokayukta, Assembly Secretariat etc; expenditure on ration money of non-gazetted employees and VDF personnel of Police Department; and diet money for the prisoners lodged in the jails of Manipur, added the notice.
