Form fill up from Dec 1 to Dec 23 sans fine Class X form submission to go on-line

Board Of Secondary Education Manipur (BOSEM) Chairman Th Kirankumar has announced that form fill up process of the coming Class X examination/HSLC examination conducted by BOSEM will be done on-line.
Speaking to media persons at BOSEM office at Babupara today, Kirankumar said that the decision has been taken as a means to avoid errors when the school fill up the details of the students and explained that as this is the first time such a procedure has been announced, necessary training will be initiated at the schools from tomorrow.
He informed that the period of filling up the forms on-line without fine is from December 1 to December 23.Forms can be filled up with fine till January 5 next year but after that, no further application will be allowed, he explained, adding that in the past, the cost of filling up the forms was Rs 1750 but from now on, it will be Rs 2100.This is because of change in answer sheet checking pattern and increase in fees of the teachers checking the answers, he added.
The Chairman continued that the coming Class X examination will begin from February 17 and conclude on March 7 in a bid to finish the exam before Yaoshang/Holi festival.
Kirankumar said that in the past, the HSLC examination has always been riddled with one issue or the other and the Board has taken steps to ensure such problems do not occur in the coming examination.
He explained that from the coming examination, the students will receive answer booklets which are similar in shape to the textbooks which they normally use.
In order to solve the problem of students making errors while writing the subject names (like writing all the names likn chemistry, biology and physics in the same subject name space) and to ensure conveniences for the teachers checking the papers, there will be separate subject name space for each stream.
In case a wrong subject is put in the space, the answer sheet will not be checked, he said, adding that for Maths, graph paper will now be provided inside the answer booklet.
To make sure the students and teachers are acquainted with the new changes, samples of the said answer booklets have been distributed to all the schools concerned, Kirankumar informed.
On the other hand, the BOSEM Chairman said that from this coming exam, teachers checking one subject will not be allowed to check another subject like a teacher checking Biology paper cannot check Physics paper and vice versa.
Checking answer papers is one of the most sensitive areas and to make things smoother, BOSEM has decided how much answer scripts a teacher can check per day.
Teachers checking high scoring subjects like Maths, Manipuri, English etc will not be allowed to check more than 40 answer scripts per day while for subjects like Social Science and Science, which are made up of various constituent subjects, teachers will not be allowed to check more than 100 answer scripts per day.
For Thang-Ta and such subjects which carry 48 marks, the teachers will check no more than 50 papers per day.
The Board decided to reduce the number of teachers checking the answer sheet so as to ensure more detailed examination of the papers.
However, the price/cost for checking the answer sheets has increased, he added.
The BOSEM Chairman continued that answer keys for a particular subject will be uploaded on the Board's website a day after each examination and explained that any interested parties can approach the Board with complaints or grievances within a period of three days.
These complaints should be through the proper channel, he said conveying that the complaints will be analysed by an Expert Committee.
The answer scripts of those students scoring 1st to 10th position will be uploaded on the Board website so that the students can see whether there are any inconsistencies or errors.
This will not only help in getting rid of the suspicion of mark manipulation, but will also encourage the students to do better in the exams, the Chairman explained.
