CM denies interference by Judiciary

Chief Mini-ster Okram Ibobi has cate- gorically stated that there is no case of the Judiciary interfering into the functions and works of either the Legislature or the Executive.
The Chief Minister gave this clarification in the State Assembly today in response to MLA Dr I Ibohalbi's query whether the Judiciary is ab-ove the Legislature.
Referring to the cases filed at Court regarding construction of school buildings and appointment of regular Principals in Government colle- ges, Dr Ibohalbi said that the Government would have initiated due procedures for construction of school buildings and appointment of regular Principals in accordance to Cabinet decisions.
But the situation looks like the Judiciary is interfering ag-ainst the Cabinet decisions thereby posing a question whether the Judiciary is above the Legislature, the
MLA observed.
Clarifying the matter, Ibobi stated that construction of school building should be handled by SMDCs in accordance to SSA guidelines.
However, considering all the disturbances and disruptive activities, which would render SMDCs incapable of constructing school building, it was advised to construct the school buildings under engineering cell.
It was against this suggestion that some SMDCs filed a complaint at Court.
Accordingly, SMDCs started cons- truction of school buildings.
But more than 1000 school buildings still remain incomplete.
The matter landed in Court because the Government did not comply with the guidelines and it was not a case of interference by the Judiciary, Ibobi clarified.
As for the case pertaining to appointment of regular Principals in Govt colleges, it was related to demand of 12 in-charge Principals for their appointment as regular Principals against Cabinet deci- sion to appoint regular Principals via MPSC, he added.
