Action Plan on climate change stuck in limbo

Even though the Directorate of Environment has formulated the State Action Plan on Climate Change, the plan is unable to make any headway as different departments are yet to submit proposals on how they could help tackle global climate change.
Paddy productivity of Manipur is low and it needs thorough research in order to find out whether it has any connection with climate change (rising temperature) or shortage of water.
There were reports of different institutes researching on low paddy productivity of Manipur but there was no report of coordinating the findings of the research works, said an official source.
Additional Chief Secretary N Shambhu Singh convened a meeting of the State's steering committee on climate change at the beginning of the current year and different departments were asked to submit proposals on how they could contribute in implementing the action plan.
Manipur has already witnessed many extreme climatic events such as the extensive floods and landslides in Chandel and sudden floods at Churachandpur district headquarters last year.
A team of the Bangkok based Regional Integrated Multi Hazard Early Warning System for Africa and Asia came to the State and studied the climate change from January 22 to 27 this year.
The scientists suggested certain modifications in the State Action Plan for Climate Change, said the official.
