The additional director general of police, Manipur, Ng peter, has said that before June 18, there was no prior intelligence apparatus of a mass agitation or mass uprising against the extension of the ceasefire with the NSCN (IM) to Manipur.
The additional DGP, who appeared before C Upendra commission today, made the statement during cross examination by the counsel for the United Committee, Manipur.
Peter however stated that necessary measures were taken on June 18.He also disclosed that a meeting of police officers had taken place at the police of the SP, Imphal west on the afternoon of June 17.He also stated unofficial word of the Bangkok Agreement came on June 14 itself and official confirmation came the next day.
Earlier in his disposition, he said as additional DGP, he was given the power to deploy additional state forces and he did so on June 18.He said almost available state security forces in Imphal were deployed at Imphal on that day.
Peter also admitted to the commission that despite the deployment of available state forces, due to the huge turnout of agitators, the security forces were unable to control them.
He also clarified that he had no power to deploy or instruct paramilitary forces as such power was vested in the concerned magistrates of the district.
The state BJP president, Meinam Bhorot Singh, also appeared before the commission today.
In his statement, he said the state BJP unit was opposed to the extension of the ceasefire to Manipur, and said he could not accept the charges from some quarters holding the state BJP responsible for the ceasefire extension decision, which let to the historic public uprising of June 18.
