Imphal, December 10 2012:
As done in other parts of the globe, International Human Rights Day was also observed in different parts of the state by various organizations today.
Manipur State Legal Services Authority observed the day at Cheirap Court, Uripok.
Speaking on the occasion as a resource person on the topic "Police and Human Rights", Ahanthem Romenkumar, former ADGP and Advocate, stated that for a security personnel to live happily without any tension for the rest of his life after retirement, he/she should not engage himself/herself in any fake encounter.
Recalling his experiences in various encounters in the State, A Romenkumar said that being a police officer once who had come across various encounters, he has been spending sleepless nights thinking under which cases he would be punished, if at all he had committed some crimes in the past.
He also mentioned the case of an encounter in Kerala some 20 years back which later on was flashed in the media that it was a fake encounter.
The officer involved in the encounter was given punishment after his retirement.
So, no matter after how late the punishment comes, a police officer if involved in fake encounters is sure to be punished by the Court.
As such all police personnel should try to avoid wrong doings.

Retired Chief Justice RK Manisana, who was the Chief Guest of the observance, said that Manipur is a state filled with myriad issues.
Among them, cases of human rights violation are important which could not be ignored.
But these cases remain in a state of confusion.
He pointed out that human rights have been in existence ever since the dawn of human civilisation.
However, the issue of human rights came to the forefront only after the 2nd World War when the United Nations came up with its Declaration on Human Rights in 1948 .
The observance was also attended by Dr N Pramod, Senior lecturer of LMS Law College; former Justice H Jaminikumar; AG Koteshore and Judge of Gauhati High Court T Nandakumar as presidium members.
The Human Rights Initiative (HRI) also observed the day at it conference hall at Thangapat Mapal today with Dr RK Ranjan as President.
Speaking on the occasion, Dr RK Ranjan alleged that since the State Government does not want the members of Manipur Human Rights Commission to take up cases of human rights violation in the state, it has deliberately made the Commission defunct and the required members have not been appointed.
He also observed that the sufferings we experience are of our own making since it is our elected representatives who have failed to come to our help.
In other countries, there is the presence of the Happiness Index system where the government measures the level of happiness of its citizens.
However, in India, the Government is concern about its Gross Domestic Product system where even the poorest of the poor are included among the well off families category.
The function was attended by ex-MLA Loitongbam Sarat as Chief Guest and Wahengbam Joykumar, Executive Director, HRI; Meihoubam Rakesh, Executive Director, HRLN and S Meghachandra, Secretary, MSCW as Guests of Honor.
