Imphal, September 28 2012:
WHILE ALLEGING that Indian security forces are trying to cover up their misdeeds with some of its Military Civic Action Programmes, the Coordination Committee (CorCom) of seven revolutionary groups (KCP, KYKL, PREPAK, PREPAK (Pro), RPF, UNLF & UPPK) has asked the people of the state to refrain from taking part in such MCA programmes and giving cooperation to the Army.
In a statement signed by its media coordinator, H Poirei, CorCom observed that Manipur was forcefully merged into Indian Union on October 15, 1949 after its independence from British Rule.
Before its merger, Manipur had its own constitution.
However, India cheated the King of Manipur and forcefully made him signed the Merger Agreement in 1949.Since then, India has been keeping Manipur under its colonial rule despite claiming itself to be the world's largest democratic country.
As a result of their deceitful nature, people in the state have been fighting an armed revolution against India government with an aim to regain its lost sovereignty and independence.
It is a revolution approved by the United Nations since it is a fight for claiming one's own sovereignty and independence and their right to self determination.
On the other hand, India has been occupying Manipur under its Constitution as a mere front to hold its enemies from across the borders and not as integral part of the country.
In order to ensure that the armed revolutionary movement for claiming back its independence does not succeed, India has been planning many secret strategies in the state ranging from imposition of various draconian laws to instigating violent elements among the people.
Besides, the Indian security forces are carrying out many acts of human rights violation in the state like rape, fake encounters, force disappearances and indiscriminate killing of civilians in public places, just to root out the armed revolutionaries in the state.
At the same time, the India government and its legislation and judiciary systems are providing full backing to the security forces against any legal sanction for the crimes they committed in the state through implementation of draconian laws like AFSPA, the statement alleged.
In the meanwhile, the statement went on to say, many people of the state who have lost the spirit of patriotism and the courage are living the life of a servant by selling their own honours and dignity.
Such individuals are working as agents of the India government.
People should be aware of such individuals who have become black sheep as well as the nature of the Indian security forces.
It is a well known fact that Manipur was never a part of India.
They never think Manipuris as Indian and the Manipuris also know that they are not Indians, CorCom said, while pointing out that not a single mention of Manipur would be found in the history of India.
As part of its strategies to gain the sympathy of the people of the state, India security forces have been taking up some so-called developmental projects like distributing footballs, volleyballs, sports kits, levelling of playgrounds, distribution of food items and constructions of culverts.
In such situation, people of that state should aware that the army is contributing such projects under its Military Civic Action Programme since 1995 in order to put a mask over their dreaded nature.
Keeping this in mind, people should never accept their fake sympathy which is like tears of a crocodile, CorCom said.
Citing some examples of the dreaded nature of Indian security forces, the statement recalled the incident of Tangkhul lass Rose who became a prey to the carnal desires of armies, Assam Rifles killing 27 innocent civilians, tortured more than 300 civilians, burning down hundred of houses, rape of many women and even making a woman to deliver her baby in an open ground in broad daylight while making fun of her at Oiname village of Senapati district.
Many women were also raped by the CRPF personnel at the Group Centre at Langjing and many innocent civilians who were watching a volleyball match were also killed by the Assam Rifles at Heirangoithong.
The raped and subsequent brutal killing of Thangjam Manorama by the Indian security forces sparked series of protest in the state.
Fake encounter of Sanjit and Rabina was also an example of the state sponsored terror in Manipur which was made public by a brave reporter of Manipur by publishing photos of the fake encounter in Tehelka Magazine in Delhi.
Irom Chanu Sharmila has been fasting for more than 11 years after Assam Rifles killed 10 innocent civilians at Malom in 2000.The incident of RIMS in which the Indian security forces killed nine civilians is also an example of the dreaded nature of the Indian security forces and the outlook of India government towards Manipur and its people.
Besides, there are numerous cases of rape, torture, force disappearances and fake encounters committed by the Indian security forces in the state, the statement said.
Furthermore, the statement recalled that UN Special Rapporteur, Christof Heyns had reported in May 2012 that Indian security forces had claimed 1528 innocent lives including 31 women and 98 children from 1979 to May 2012.The number mentioned in his report is only about fake encounters carried out by the Indian security forces.
But there are many incidents of rape, force disappearances and torture in the state.
Such terrorising acts of the Indian security forces have been a hurdle in India's race to get a permanent seat in the United Nation's Security Council.
In order to clear the hurdle, the India government today reserved special sanction of 10% from its Non Lapsable Pool for Military Civic Action Programme in the state.
But people should never fall to the fake sympathy of the India government.
Realising the situation in the state, American Consul General in Kolkata, Henry Jardine had stated in 2006 that Manipur is less a state and more a colony of India.
The general use of the AFSPA meant that Manipuris did not have the same rights of other Indian citizens and restrictions on travel to the state added to a sense of isolation and separation from the rest of India 'proper' .
The overwhelming presence of military, paramilitary and police officers contributed to the impression that Imphal was under military occupation, the statement added.
