Cops sensitised on legal issues

Under the sponsorship of Manipur State Legal Service Authority, Imphal West district police organised a one day legal awareness camp cum interaction programme for police officers and personnel of the district at Lamphel police station complex today.
District and Sessions Court, Imphal East Judge A Guneshor Sharma and Imphal West Chief Judicial Magistrate RK Memcha spoke at the camp as resource persons.
RK Memcha said that ths is the second time that such legal awareness programme is being held for the second time in the district.
A similar programme had already been organised at Imphal police station complex in April this year, she said.
In her speech, she highlighted the roles of an investigating officer (IO) in solving a case.
She said that essential qualities of an efficient investigator are being energetic, having good observation, and a thorough knowledge of the locality and being cooperative.
RK Memcha said that investigating officers must gather information, interrogate suspects and witnesses and carry out instrumentation.
During her speech, Memcha also mentioned the process needed to be taken up by the police while arresting a juvenile.
She also asked the police to submit the FIR before the Court within 24 hours of any arrest.
Police may seek arrest warrant of any person from the Magistrate if they have reasonable complaints or credible information that any cognizable offence has been committed against the said person.
A Guneshor Sharma spoke on POCSO Act at the legal awareness programme.
He urged the police personnel deputed at different parts of the State to fully understand the points mentioned in the Act.
Saying that POCSO Act came into being in 2014 after it was passed by Parliament in 2012, Guneshor said that the Act deals with the persons who commit sexual harassment against children below 18 years.
On the other hand, anybody who tries to misuse the Act may get a penalty of six months to one year jail term with fine, he said.
Guneshor further said that police need to conduct preliminary investigations thoroughly before filing cases regarding the cases related to matrimonial disputes, family disputes, commercial offences, medical negligence cases, corruption and abnormal delays etc.
The camp was also attended by S Ibomcha, Additional SP (Law and Order), Y Victoria (Additional SP Prosecution), RK Saklemba (SDPO Lamphel), OCs of Lamshang, Lamphel, Sekmai, Imphal West women police stations and other officers of the district.
