A Division Bench of the High Court of Manipur, comprising of Chief Justice Ramalingam Sudhakar and Justice Lanusungkum Jamir, disposed a PIL filed by one Seram Hemjit (25) s/o Seram Bijen Meitei of Kyamgei Mayai Leikai praying for filing up the post of Vice-Chancellor of Manipur University.
The PIL was filed with the Union of India represented by Secretary (Higher Education), MHRD, Manipur University represented by Registrar, Secretary of University Grants Commission (UGC), the State of Manipur represented by Commissioner (Higher and Technical Education) and Jarnail Singh, Administrator of Manipur University as respondents.
Following the proceeding, the Court ruled that the PIL is not justified in view of the order passed by the High Court of Manipur on May 22 which quashed and set aside numerous orders surrounding the posts of the university's VC and instead allowed Jarnail Singh to continue to act as and discharge the functions of the VC.
The Court reasoned that an observation concerning the appointment of a regular VC of the university has already been made and observed that as far as other grievances in the PIL are concerned, they are in the realm of allegations against the in-charge VC who is appointed by the order of the Court until a regular VC is appointed.
