MSCW furnishes detailed report on state of Jiri relief centre

Imphal, January 17 2025: The Manipur State Commission for Women (MSCW) has submitted a fact finding report of the Commission's visit to Jiribam from November 28 to 30 along with a list of recommendations to the Commissioner of Social Welfare Department in connection with the brutal killing of three women and three children in Jiribam and for the welfare of relief camp inmates in the district.

The fact finding team consisting of chairperson Th Tiningpham Monsang and two members of the MSCW has recommended: i) initiating action to arrest the culprits involved in the killing of the six civilians at the earliest ii) partitions in the relief camps to ensure certain amount of privacy to the families, iii) giving a fresh start to the IDPs in earning their livelihood, iv) distribution of free sanitary napkins regularly, v) separate hygienic toilets with uninterrupted water supply for women, vi) make IDs for the inmates at the earliest vii) access to certain existing schemes for livelihood for the IDPs, viii) deploy adequate number of women police personnel for Jiribam ix) separate toilets for ladies should be provided at the earliest in all the Government offices, x) provide adequate resources to Jiribam One Stop Center, xi) protect girls and women from any atrocities and inhuman act in future and xii) redressal of need for proper personnel in the small-scale industries sectors in identifying new skills, training, upgradation and promotion of sustainable livelihood for the inmates.

The MSCW has appealed to the State Government to analyse the report and the recommendations and take up necessary action in the interest of the people of Jiribam district.

As per the report, the MSCW team were received by the ADM of Jiribam District Administration and taken to Jiribam Higher Secondary School Relief Camp (215 IDPs) wherein the team interacted with the inmates.

On November 29, a meeting chaired by the DC, Jiribam was held at the DC Office with the MSCW team and various line departments were directly involved in dealing with the issues and day to day affairs of the relief camps.

The Police Department and the Medical Department took active roles in the meeting and raised their immediate and long-term concerns that affect their effective intervention.

They pointed out the inadequate deployment of women personnel in police stations, staff and manpower shortage in most departments and very low percentages of women employees.

They also raised the issue of Government employees unwilling to be posted in Jiribam.

After the meeting, the team visited the three camps located at Multipurpose Sports Complex, Bidyanagar, namely, the Sports Complex at Babukhal Development Committee, Manipur Western Gate Labour Welfare Union and the indoor stadium where 65, 23 and 159 persons respectively are residing.

They interacted with the displaced women and listened to their grievances and discussed how to improve their living conditions.

The team also distributed items of basic necessities to the inmates during their visit.

The team then inspected the One Stop Centre of Jiribam district and noted the absence of resources and trained counsellor for counselling the complainants.

Notably in the evening, the MSCW team held a meeting with the Special Superintendent of Police regarding the brutal killing of the six innocent civilians.

Later, the team met the families of the victims who were residing in the relief camps and shared their grief.

The team also met the Nodal Officer of the relief camps and discussed administrative issues and ways to improve living conditions.

Two civil organisations, namely, Struggling Women's Association, Wahengbam Leikai and Uripok Nupi Apunba Lup, Uripok also visited the MSCW in connection with the deaths of three children and three women.

According to a police report, an FIR has been registered against the unknown kidnappers/killers.

The post mortem reports of all six bodies were collected but the cause of deaths are awaiting a chemical analysis report of the viscera.

The dead bodies were handed over to the respective family members by observing the necessary formalities.

The investigation is progressing soundly and further reports will follow, said the police.
