Settle Kuki genocide issue first: Kuki Inpi

The Kuki Inp i has categorically stated that any possible agreement with the NSCN-IM shall be deemed biased and prejudicial if the miserable plight of the Kuki people is not solved first.
According to a memorandum submitted by the Kuki Inpi to Prime Minister Narendra Modi, NSCN-IM committed genocide in the early 1990s by murdering 905 innocent Kuki people including women, children, invalids, aged men and women.
In the process 360 Kuki villages were uprooted and their lands were seized rendering 100,000 Kukis homeless.
The five preceding Prime Ministers Narasimha Rao, HD Deve Gowda, Atal Behari Vajpayee, IK Gujral and Dr Manmohan Singh were repeatedly requested to settle this inconceivable crimes committed by NSCN-IM before arriving at any possible agreement with the perpetrators but to no avail.
They all failed to settle such heinous crimes and bring justice to the Kuki people.
The Kuki Inpi has repeatedly made its stance clear that until an amicable settlement is arrived at in the proper Court of law, whatever agreement made (with NSCN-IM) will be futile and would never be acceptable.
Attending to plight of the Kukis is in the best interest of the country to guard the country against foreseeable blame on the Government of India which allowed such genocidal acts on its citizens.
The Government led by BJP under the leadership of Atal Behari Vajpayee had the will to accord appropriate lawful action against the criminal acts of NSCN-IM when the Kuki Inpi delegation met him on July 21, 2001 at his Delhi chamber in the presence of the then Home Minister LK Advani and other dignitaries, including Padmanabhaiah.
"After patiently listening to our plights and reading our memorandum, Atal Behari Vajpayee verbally assured us that the BJP Government would do everything possible to find out the facts and the ways and means to take action on the criminal acts of the NSCN-IM, and with a promise he proclaimed, "This is an order" which was heard by all including the ten-member Lawyers Forum from Manipur", reminded the memorandum.
Unfortunately, the BJP Government fell from power soon after and the promise did not materialise.
The incumbent majority BJP Government should finally settle the issue of the Kukis first before making any sort of final settlement with NSCN-IM whose criminal leaders remain scot free.
The preceding Prime Minister Dr Manmohan Singh during his visit to Manipur in 2011 had met the Kuki Inpi leaders and on his return to New Delhi wrote a one-sentence letter to the Home Secretary stating "A letter dated 22-11-2011 received in this office from T Lunkim is forwarded herewith for action as appropriate".
But so far, no action is visible.
It then appealed to the Prime Minister to take due cognizance of their struggle for justice and amicable settlement, and then take necessary lawful action against the criminal acts of NSCN-IM before making any kind of agreement or solution with NSCN-IM leaders for the sake of justice and peace in the country.
Copies of the memorandum were also addressed to the President of India, Union Home Minister, Union Defence Minister, UN Secretary General, UN High Commissioner Human Rights, Outer Manipur MP Thangso Baite, NHRC Chairman and Chief Ministers of all Northeastern States.
