Henbung post allows free passage without TR

Out of 67,740 bags of urea brought to Manipur during the month of April and May this year from Namrup factory, through the taxation check-post opened at Henbung, five per cent sales tax TR were charged on only 16,230 bags while the remaining 51,510 bags were given free passage.
Notably, the Henbung taxation check-post was opened with the primary objective of ascertaining the quantity of taxable goods brought to Manipur and levy due taxes for generating revenue of the State.
Following a request from the State Government to MLA Haokholet Kipgen who is also president of FEEDS, the host institute of KVK Henbung, around eight acres of land including area where tea plants were growing luxuriantly was provided for the taxation check-post in the interest of the State.
Necessary agreements or official processes for providing the land have not been completed till date.
According to an official source in Agriculture Department, 67,740 bags of urea have been brought to Manipur in April and May for distribution to farmers.
As a rule, TR for five per cent sales tax should be obtained from Henbung check post for each of the urea bags brought to Manipur.
But information received from Henbung check-post maintained that only 16,230 bags of urea were brought to Manipur in April and May.
As such, there is a huge gap in the official reports of Agriculture Department and Henbung check-post about shipping urea into the State during the particular two months.
This variation in the official reports confirmed that sales tax were not levied on the number of urea bags which were not accounted for in Henbung check-post.
With the check-post not levying sales tax on 51,510 bags of urea, a sum of Rs 4,94,396 has been lost which otherwise should be accrued to the State exchequer.
One official of the Henbung check-post informed that all trucks carrying urea made entry at the check-post.
On the other hand, an official in Agriculture Department said that number of trucks along with their registration numbers which were loaded with urea were conveyed from Namrup factory to the State Agriculture Department on daily basis through internet.
Generally, all trucks loaded with urea should obtain TR for five per cent sales tax from Henbung check-post before the dealers take the urea loads to their respective districts.
The dealers should furnish a report about receiving their share of urea to the respective District Agriculture Officers (DAO).
After this, the DAOs should verify whether the reports furnished by dealers are compatible with the quantity of urea loaded at Namrup factory.
Then the DAOs should submit their verification reports to the Assistant Fertilizer Officer (AFO) of Agriculture Department.
On receiving the verification reports, the AFO would inform Namrup factory for leading the next batch of trucks, conveyed the official.
