ILP committee to issue permits from Nov 19

The Joint Committee on Inner Line Permit System (JCILPS) has resolved to initiate necessary process for issuing permits to non-Manipuris from November 19 .
Speaking to media persons at FREINDS office this afternoon, JCILPS spokesman Joy Chingakham informed that application forms for issuing permits to nonManipuris who came to the State after 1947 would be made available from November 19 .
Excepting cultural troupes and students, all other non-Manipuris would be allowed entry into the State only after issuing permits.
Joy Chingakham justified the new initiative on the ground of checking crimes and entry of non-Manipuris with criminal antecedents into the State.
To implement the new initiative successfully, the JCILPS has formed publicity sub-committee, finance sub-committee, mobilization sub-committee and form distribution and submission sub-committees.
Distribution and submission of forms would be completed by December 19 .
While submitting the forms, all non-Manipuris should furnish domicile certificates indicating their native places as well as verification certificates issued by concerned police stations.
Fees collected from issuing permits would be deposited in bank after opening a separate account.
The amount may be utilised by the Government but it would be kept as public fund.
As implementation of the new initiative would require money, the finance sub-committee would seek donation from the public.
Moreover, necessary steps have been initiative for extensive mobilisation.
Among the North Eastern States, Inner Line Permit System is being kept in abeyance from Manipur, Meghalaya, Tripura and Assam.
To ensure enforcement of ILPS in these four States, due processes have been launched to undertake collective movements, Joy Chingakham added.
