Security Advisor reduced to persona non-grata

Former Jammu and Kashmir DGP Gopal Sharma who was deputed as Security Advisor to the Chief Minister of Manipur by the Union Home Ministry in view of the worsening law and order situation of the State has been virtually sitting idle with the State Government entrusting little responsibility to the former DGP, disclosed a well placed source.
At the initiative of the Union Home Ministry, former DGP Gopal Sharma who was also Security Advisor to Chief Minister of Jammu and Kashmir was deputed as Security Advisor to the Chief Minister of Manipur in March last year for a period of two years.
The Security Advisor should be entitled to all the benefits and perks which he enjoyed at his previous place of posting.
And whatever expenditure incurred thereof should be borne by the GAD.
An order was issued by the Home Department in this regard.

Likewise, Security Advisor to Chief Minister was also appointed for Assam too at the initiative of the Union Home Ministry.
Though Security Advisor Gopal Sharma has been given residential quarters, office rooms, escort, telephone connection and staff, there is certain ambiguity on whether GAD or Home Department should pay his salaries.
The service period of the retired IPS officer as Security Advisor to Chief Minister of Manipur would expire in March next year.
But he has been getting his salaries after gaps of two or three months together, and he has not been getting his salary since the month of May this year.
Moreover, it is very rare for the Security Advisor to be invited to high-level security related meetings of the State Government.
As of now, the Government seems to be little interested in utilising the service of the Security Advisor.
The Government is also quite irregular in clearing rents for the office rooms allotted to the Security Advisor, added the source.
