Meinya bats for ILPS in Lok Sabha

Taking serious note of the popular demand for introduction of Inner Line Permit System (ILPS) in Manipur, MP Dr Thokchom Meinya tabled the issue in the Lok Sabha yesterday.
He urged upon the Government of India, particularly the Union Home Ministry to look into the matter immediately.
The MP pointed out that the State Cabinet on July 12 this year resolved to urge the Government of India to extend the provisions of the Bengal Eastern Frontier Regulation 1873 to the State of Manipur.
This was followed by a State Assembly resolution on July 13 which read, "that the Manipur Legislative Assembly passes a resolution to extend and adopt the Bengal Eastern Frontier Regulation 1973 with necessary changes in the point of details to the State of Manipur and to urge the Government of India to comply the same" .
Dr Meinya further pointed out that Manipur did have a permit system for entry into ad exit from Manipur known as Inner Line Permit System at the time when it lost her independence to the British in 1891 .
On August 14, 1947, when British paramountcy lapsed, Manipur had automatically regained her independence.
Manipur did have a written constitution and an elected National Assembly.
After Manipur was merged into the Indian Union on October 15, 1949, the then Government approved retention of the permit system by a State Council (cabinet) resolution of February 26, 1948 .
The permit system was abolished by an order of the Chief Minister of Manipur on November 18, 1950 .
The MP also made it clear Manipuri people's collective desire to re-introduce in Inner Line Permit System in the State to stop the otherwise alarming influx of illegal outsiders into the State.
