FC urged to address employees, traders' woes

Representatives of Joint Administrative Council (JAC) of All Manipur Trade Unions' Council (AMTUC) and All Manipur Government Employees' Organisation (AMGEO) met 16 Finance Commission secretary and submitted a memorandum, demanding to address their long-standing grievances on Saturday.
In a release, JAC of AMTUC and AMGEO secretary general Th Momocha informed that the representation highlighted non-releasing of salaries, pensions and DA/DR for government employees, pensioners and workers.
"Employees who have adopted the central pay scale structure are still receiving 32 per cent DA, whereas central government employees started receiving 53 per cent DA effective July 1, 2024," he added.
"The Commission secretary was surprised when told about the non-release of gratuity, leave encashment, commutation for pensioners," Momocha related, adding that the visiting officer explained that the reasons for the visit were to oversee the implementation of state and central plans and monitor the revenue system.
He urged the Commission to take necessary initiatives to fully fund Manipur's central sector schemes under Article 282 of the Indian Constitution, citing the state s struggles to contribute 10 per cent to centrally sponsored schemes, which typically follow a 90:10 funding pattern.
