Violates BAC rules, says Meghachandra

As Chief Minister in-charge Th Biswajit tabled the second report of Business Advisory Committee (BAC) in the State Assembly today, Opposition Member K Meghachandra raised a strong obj ection saying that the BAC rules were violated.
Maintaining that the BAC report has flaws, Meghachandra who is also the president of MPCC sought attention of the Speaker and fellow Members.
The Speaker and the Deputy Speaker should be compulsorily members of the BAC which has nine members in total.
BAC Rule 266 has been violated by constituting the BAC even before the Deputy Speaker is elected.
The Deputy Speaker must be a member of the BAC compulsorily.
It is not an option, Meghachandra said.
Asserting that the standard procedure was violated right from the stage of holding a meeting of the BAC, the Opposition MLA sought opinions of fellow Members on whether the House session should proceed or it should be suspended.
Saying that K Meghachandra's point has been taken note of, Speaker Th Satyabrata sought suggestions from all the MLAs.
In reply, Meghachandra asked the Speaker to decide whether the session should proceed or not after taking into consideration that the rules have been violated.
The House cannot hold any session without applying relevant rules, he asserted.
Maintaining that the matter demands closer examination, the Speaker sought some time.
Nonetheless, Th Biswajit stated that the Manipur Legislative Assembly held sessions on different occasions earlier under similar situation and circumstances.
There was no question of inviting the Deputy Speaker to the BAC meeting as no one has been elected to the post.
Yet, the BAC meeting was held with many senior leaders of the House.
As such, there would not be any problem in holding the House session, Biswajit said.
Later, the Speaker declared that the motion has been adopted.
