Training prog for ATMA functionaries conducted

State Agricultural Management and Extension Training Institute (SAMETI) of Agriculture Department organised a training programme for ATMA functionaries on implementation of Public Financial Management System (PFMS) through the new model Single Nodal Agency (SNA) at the department's training hall, Sanjenthong here on Saturday.
Commissioner (agriculture) M Joy, who attended as chief guest of the training programme, said that Central government implemented PFMS as a step towards ensuring timely delivery of funds to beneficiaries in the right way.
While stating that benefits under SNA need to be understood fully, M Joy informed that the central share released for a scheme cannot be diverted by state government for other purposes and the new system will not only enable fund for schemes to release in time but would also help in controlling the fund in a big way.
He then urged trainees (ATMA functionaries) to be attentive and help in streamlining the new system of PFMS.
Agriculture (director) N Gojendra, in his presidential speech, said that agriculture and allied sectors have been setting target to make every ATMA functionary aware about SNA.
He said that PFMS is a new step taken up by the government of India to release fund and implement programmes in transparent manner without any delay.
PFMS was introduced as Central Plan Scheme Monitoring System (CPSMS) in the year 2009 and SNA comes as a new model this year, he explained, while adding that the training programme was conducted to ensure that officials acting as government machinery fully understand the new system so that there is no delay in fund release and delivery of benefits to the beneficiaries in time.
As resource persons at the training programme, PFMS Division representative Romeo talked on 'Implementation of PFMS on new SNA model' while SBI representative talked about handling of PFMS to the implement -ing agency.
A representative of Bank of India also talked on transaction of fund for implementing agencies.
The training programme was also attended by additional director (agriculture) Todingam Panmei as guest of honour.
