Twelve locals involved in dismantling the house of one Ngangbam Tolopishak of Kanto Makha Leikai (under Sekmai PS) and banishing him from the locality on alleged charge of being a rapist and a thief, on February 28, 2005, have been ordered by a Court to pay necessary compensation to the said individual.
As per the ruling of Civil Judge (Senior Division) Imphal West today, the 12 individuals were ordered to pay up Rs 67,000 for damaging properties, Rs 1 lakh for aggravated damage and Rs 3 lakh for violence, as compensation to Tolopishak.
The Court further ordered that the 12 people will have to bear 6 percent interest per annum on the said compensation amount from the time of filing the said case till today (day of ruling) and to bear 10 percent interest per annum on the compensation amount from today until they pay it to Tolopishak.
A source said that on February 28, 2005, Tolopishak was attending a Thabal Chongba event at Kanto Makha Leikai when one of the 12 individuals, Lourembam Kumar alias Joykumar detained him and began thrashing him (Tolopishak) accusing him of being a thief and a rapist.
On hearing the commotion, other locals arrived at the scene and began thrashing Tolopishak.
He was also detained by the locals for the night.
The next day, he was handed over to Khurkhul Gram Panchayat, Kanto Mayai Leikai Meira Paibis and Kanto Youth Club.
Later the locals held a public meeting and decided to banish him from the area and destroyed his house as well.
The source continued that on that same day, Lourembam Kumar and one other individual lodged a report at Sekmai PS and got Tolopishak arrested under some charges.
However, he got out on bail on May 18, 2007 and consequently filed a case as a plaintiff demanding Rs 1,98,500 as compensation for the damages and his banishment caused by the locals.
