Imphal, June 24 2016 :
The Joint Committee on Inner Line Permit System (JCILPS) has asked all the legislators of the State to draft a new Bill similar to ILPS and pass the same Bill in the next State Assembly session which is likely in July/August.
Speaking to media persons at their Sega Road, Konjeng Hazari Leikai office this evening, JCILPS convenor BK Moirangcha lamented that the State Government has been doing nothing either to table a new Bill or obtain the President's assent to the Protection of Manipur People's Bill.
He also condemned the Government's failure to invite political parties and civil society leaders of different communities to discuss their reservations and objections regarding the three Bills.
This is nothing but an open invitation to the people of the State to launch another massive, sustained agitation.
The short press note issued by the all party delegation led by the Chief Minister after their meeting with Union Home Minister Rajnath Singh was a ploy to hoodwink the masses, BK Moirangcha said while maintaining that they would carry on the ongoing mass agitation relentlessly.
There were reports about heated altercations among all party delegates during their sojourn at Delhi regarding the controversy over seeking appointment with Central Government leaders.
If the Government actually did not seek any appointment with Prime Minister or the Union Home Minister, it deserves outright condemnation.
The all party delegation is yet to give any account of what transpired during their meeting with Union Home Minister Rajnath Singh, what the Union Home Minister assured and what are the points which led the President of India to reject the PMP Bill 2015.A new Bill should be framed after taking into considerations all the points which led the Government of India reject the earlier Bill.
JCILPS would be compelled to sustain and intensify the ongoing mass movement if the Government does not initiate due process to pass a new Bill.
Informing that JCILPS has been preparing to observe the death anniversary of Sapam Robinhood, BK Moirangcha called upon the student community of the State to participate in the death anniversary observation scheduled on July 8 .
The ongoing agitation of forming human chains and staging sit-in-protests would continue till June 28 and there will be a motorcycle rally across all the four valley districts on June 30 .
