HC directs red corner notice for rape convict

The High Court of Manipur has directed the SP of Churachandpur police to take up steps to issue red corner notice against absconding rape convict, Timothy Lalhmunmawi Changsan and submit report on the next date of hearing on August 4.The order was passed yesterday by a division bench of the Court comprising Chief Justice Ramalingam Sudhakar and Justice Kh Nobin when hearing a Public Interest Litigation filed by Registrar General of High Court of Manipur against the State of Manipur and others.
It may be noted that Maibam Manojkumar, the then Special Judge POCSO Imphal West had convicted Timothy L Changsan, administrator of North Eastern Children Home, Rengkai village, Churachandpur under Section 6 and 10 of POCSO Act and under 506 IPC on April 30, 2018.The Judge had also issued non-bailable warrant against him.
During the sentence hearing at that time, the APP had submitted that the convict had left Imphal for Guwahati on April 28, 2018 by an Air Asia flight.
A CCTV camera footage of the departure lounge of Imphal Airport was also produced in the Court wherein the convict was seen inside the airport complex.
The Special Judge POCSO had then directed the DGP Manipur Police and SP Churachandpur district to issue non-bailable arrest warrant against the convict.
During the hearing yesterday, the Court also appointed Advocate Ahanthem Romenkumar as amicus curiae to assist the Court in the case.
The same Court on February 11 last year had directed the DGP Manipur to publish every detail of the fugitive and sound alert in all the North-East States by issuing a red corner notice for his arrest.
The Court had also directed the authorities concerned to take up steps to ensure his extradition if found in a foreign country.
