Left parties in Manipur, namely the Communist Party of India (CPI), Communist Party of India-Marxist (CPM), All India Forward Block (AIFB) and Revolutionary Socialist Party (RSP) submitted a memorandum to Governor Dr Najma Heptulla to ensure that a Manipur Legislative Assembly session is convened and the stakeholders concerned are consulted by the Centre in the finalization of the Indo-Naga peace talks.
The memo conveyed that the Naga peace process was concluded on October 31 and the finalization process is going on as per the Ministry of Home Affairs.
Union Home Minister Amit Shah even assured the political parties of Manipur on October 30, that before any settlement is reached with the Naga groups, all the stakeholders, including Manipur, Assam and Arunachal Pradesh, will be duly consulted and their concerns will be taken into consideration.
However, the next day (October 31), the Press Information Bureau, Ministry of Home Affairs, issued a clarification on the Naga settlement issue stating that a lot of rumour and misinformation have been circulating on media, including social media, claiming that a final settlement has been reached and will be announced soon, thus creating anxiety and concern.
The clarification further claimed that all the stakeholders will be consulted before any settlement is reached, the memo informed, adding that the stakeholders in Manipur, mainly the State Government, political parties and the CSOs, are concerned about the development of the Naga issue and are ready for talks with the Centre so as to bring an amicable solution.
As such, the memo appealed to the Governor to pressure the authorities concerned for immediately convening a State Assembly session to discuss and adopt a fresh resolution in the interest of Manipur and its people, to send the resolutions adopted in the Assembly to both the Houses of Parliament which will commence from November 18 and to make sure that the Centre immediately invite the stakeholders of Manipur, Assam and Arunachal Pradesh (including State Governments, political parties and CSOs) to discuss the finalization of the Indo-Naga peace talks.
On the other hand, Manipur Peoples' Democratic Front has also demanded a State Assembly session immediately in light of the developing situation.
It further demanded all the 60 MLAs of the State to adopt a resolution in the interest of Manipur and its people and to ensure that the Centre is perfectly aware of the mistake of taking any decision which will harm the integrity and set up of the State.
