Imphal, December 07 2012:
The Joint Committee on Inner Line Permit System (JCILPS) has demanded that Congress General Secretary Rahul Gandhi give a clear response during his proposed visit to the State on the memorandum submitted to All India Congress Committee President regarding implementation ILPS in the State.
In a statement, JCILPS also urged the political leaders of the State to demand for a similar response from the Congress General Secretary.
Rahul Gandhi is scheduled to arrive at Imphal on December 10 .
JCILPS also urged Chief Minister O Ibobi to bring a response from Union Home Minister Sushil Kumar Shinde regarding the Committee's memorandum submitted on November 23 last.
The Chief Minister is leaving for New Delhi to have consultations with the Home Minister on talks with NSCN (IM) and Government of India.
Saying that ILPS is currently being enforced in New Delhi, JCILPS said that it is widely publicised through the media in the capital that nobody must be allowed to stay in rented houses and hotels without valid identification papers.
The issue of giving free hand to the outsiders on their stay and settlement in Manipur must be understood by the Central leaders or made them aware of the problem by the State leaders, JCILPS said.
It further observed that the State Government must also realised that Manipur is a full-fledged State of the country but not a Part-C State.
JCIPLS also cautioned the inter-State transport operators to stop carrying outsiders who do not have identification papers.
Saying that taking up preventive measures against future problems is everybody's responsibility, JCIPLS urged the general public not to sell land and provide rented houses to the outsiders.
The Committee also urged to initiate only democratic movement rather than resorting to unlawful campaigns.
Saying that preventing themselves from becoming minority community in its own land is a democratic right validated by the Constitution, JCIPLS asserted that it is the irreparability of the Government of a country to protect the minority population of that country.
Mentioning the responsibility of the legislators as well, JCIPLS called on everybody to make the movement for implementation JCIPLS a mass campaign.
