Assistance extended to two brothers

A TV report about two orphaned brothers with disabilities living under miserable conditions prompted the Social Welfare Department to jump into action and provide assistance and benefits of a host of Government schemes.
The two brothers have been identified as Khwai-rakpam Sovet Singh and Khwairakpam Japan Singh.
The two hail from Lairenjam Mayai Leikai, Imphal West.
A statement issued by the Department said it came across a news about the two brothers on a local cable TV on July 27, following which officers were deputed to assess their conditions.
A joint team of officials from the Directorate of the Social Welfare Department and the District Social Welfare Office (DSWO), Imphal West visited the brothers on July 29 .
The team found that one of the brothers, Kh Sovet had obtained a Disability Certificate in June 2024 under the UDID Project.
He was found diagnosed with 80% disability under Cerebral Palsy Category but he had not applied for any scheme like the CMST (Chief Ministergi Shotharabasingi Tengbang) .
The team, on the other hand, transported Khwairak-pam Japan Singh to JNIMS OPD for assessment and submitted the assessment report to CMO Imphal West for issuing disability certificate.
Kh Japan was found suffering from 82% of disability under the Locomotor Disability category.
The team found both the brothers eligible for Care Giver Allowance under the CMST, and accordingly informed them about the scheme.
They are entitled to Care Giver Allowance of Rs 1,500 per month for life time under the CMST scheme.
Further, the visiting team provided one Motorized Tricycle (sponsored by Composite Regional Centre for Skill Development, Rehabilitation & Empowerment of PwDs, Takyelpat) and one pair of Auxiliary Crutch free of cost for their use.
While the brothers did not request the Department for aids and appliances or financial assistance under CMST in the past, the Social Welfare Department noted that it provided one tricycle and a pair of auxiliary crutch to Khwairakpam Sovet Singh during 2018-19 .
The Department said getting a disability certificate under the UDID Project is necessary for availing benefits of the Government schemes.
If anybody wants the benefit(s) for persons with disabilities, please ensure to get Disability Certificate under UDID Project from Chief Medical Officer (CMO) concerned or JNIMS or RIMS, said Ng Uttam Singh, Director, Social Welfare.
Thereafter, applications should be submitted to the District Social Welfare office (DSWO) concerned or the Disability Cell, Directorate Office, Social Welfare Department, Govt of Manipur to avail benefit(s) under appropriate schemes, said the Director.
