Imphal, June 30 2011:
The State level Vigilance and Monitoring Committee held its first meeting at Hotel Classic here under the auspices of Rural Development Monitoring Cell.
Among others, the meeting was attended by Rural Development and Panchayati Raj (RD &PR) Minister Allaudin Khan, Labour Minister Ph Parijat, MP Thangso Baite, MLA W Brajabidhu and RP &PR Principal Secretary Suresh Babu.
The meeting was also attended by Deputy Commissioners, ADCs and their subordinate staff and they discussed schemes including MGNREGS, Swarna Jayanti Swarojgar Yojana, Indira Awaz Yojana etc.
Speaking at the meeting RD &PR Principal Secretary Suresh Babu said that there were complaints of political influence in selecting IAY beneficiaries and also about lack of planning in executing BRGF works.
Ph Parijat questioned as to why Manipur got lesser allocation of IAY as compared to neighbouring States.
In response, Suresh Babu said that IAY allocations were made based on performance and achievements of each State.
Manipur got lesser allocation, perhaps because of the State's failure to utilise funds sanctioned in the preceding years properly and/or in time.
The DCs presented reports and statements about their respective districts.
The Principal Secretary further instructed the officials concerned to upload photographs of completed schemes as well as to furnish monthly progress report before the second day of every month.
Minister Allaudin Khan informed the gathering about discrepancies in the implementation of flagship programmes both at State and Central levels.
He asked the relevant officials to abide by Central guidelines and submit utilisation certificates in time by releasing funds without unnecessary delay.
He stated that another meeting exclusive for BRGF would be convened soon.
The meeting concluded with a decision to convene second sitting of the committee
in October.
