Imphal, August 14 2021:
With Imphal Municipal Corporation (IMC) rendered defunct after it was dissolved and conduct of the due elections deferred owing to Covid-19 pandemic, the Corporation is now in need of a hoard of administrators in order to function properly.
The election of IMC was due in June this year but it was deferred without a deadline due to the pandemic and as a result, the corporation has been functioning only in some basic tasks.
Considering the importance of a fully functional corporation, former corporators are suggesting installation of a board of administrators by appointing members from all the constituencies under Section 205 of Manipur Municipal Act 1947 if there is no possibility of holding the election any time soon.
The same practice was adopted in 20Q0 when election was deferred for seven months and the then MAHUD commissioner formed the board of administrators.
Appointing'a single administrator is only acceptable in case the council/corporation is suspended-due to internal conflicts and other reasons.
The present state is not suspension but the Corporation was dissolved after the term of the former corporators lapsed on June 15.They have talked with chief minister N Biren in this regard, the former corporators added.
On the other hand, IMC is not seen taking proactive roles in the fight against the pandemic and the failure to function properly necessitates the board of administrators, many opined.
