O Joy prods HAC members to seek speaker's resignation

Members of the Hill Areas Committee (HAC) can move a resolution in the state assembly demanding resignation of the speaker if they think the speaker has violated the Indian constitution, said veteran politician Okram Joy.
Addressing a press meet at his home at Kakwa here on Friday, O Joy said that violation of the constitution by the constitutional authority is the most unfortunate thing in a democratic institution.
It is the beginning of the downfall of democracy and it is unfortunate that such incidents are happening in Manipur, he expressed that regretted that induction of some MLAs into the HAG has created a chasm between the hills and valley.
Student bodies, which are expressing dissent against the recent order of the speaker, can mount pressure on their local MLAs and HAC members to pass a resolution against the speaker under the removal of speaker's authority, prodded the former law and legislative affairs minister.
He said that HAC members are entrusted to protect the interest of hill areas and there is no reason for them to remain silent in this regard.
Instead of waiting for the student bodies and CSOs to organise protest against the order, they can move the resolution by using their authority and power.
In the world of politics, the members of the House can either make remark against the speaker's unconstitutional conduct or to remove him/her from the post, he said and recounted an incident of the British parliament removing its speaker in the recent past.
He also raised objection against the reason for withdrawing the September 1 order and pointed out citing better understanding among the stakeholders' for rescinding is not in conformity with unconstitutional spirit.
The series of order from September 1 to September 8 have created a mockery of the speaker's office, he remarked.
