60 pc displaced students enrolled in nearby schools

Imphal, July 07 2023: Education minister Thounaojam Basantakumar Singh on Friday launched the Chief Min-ister's College Students' Rehabil-itation Scheme (CMCSRS) - 2023 implemented by the Department of University and Higher Edu-cation on the theme "Education Knows No Barrier" .

The launch function organised by the Department was held at the DIPR auditorium here.

Speaking as the chief guest, minister Basanta informed that the government has been taking up measures to ensure education-al facilities to displaced students taking shelter in different relief camps in the state.

As of now, the government has been able to enrol 60 per cent of the displaced stu-dents in schools in the vicinity of the relief camps.

Stating that all the displaced students staying in relief camps in Imphal East, Imphal West and Bishnupur districts have com-pleted the enrolment process, the minister assured cent per cent en-rolment of the displaced students in the other remaining districts at the earliest possible.

He also informed that normal class from class I to VIII has resumed from July 5 while colleges will start normal class from in August and in DM University from September.

Regarding Friday's event, the minister said that the newly launched CMCSRS scheme aims to provide requisite educational fa-cilities to the displaced and affected undergraduate students studying in government or government-aided colleges.

This scheme is initiated to enable the displaced students to continue their education un-interrupted, he added.

Highlighting the objectives of the scheme, the minister said that it will facilitate transfer of students from the present college to a new college as per request made by the students; provide free admission/ waiver for affected students in government and government aided colleges for the academic session 2023-24; provide financial grants to the affected undergraduate stu-dents for purchasing books, sta-tioneries and uniforms and other requirements for continuing their education and to control dropout rate of the students at the under-graduate level as envisaged under NEP, 2020 amongst others.

Only those students currently pursuing in any semester of the Undergraduate Programme in gov-ernment or government-aided college are eligible to apply under the CMCSRS, 2023, he added.

The minister further said that the scheme consists of two categories namely Directly Affected Students and Inter-college Transfer Facility with the first emphasising on trans-fer to college (as per request), free admission for the academic session 2023-24 (admission amount ranging from Rs 5000 to Rs 9000 as per the stream/subjects offered), one time rehabilitation grant of Rs 10,000 (Rs 5,000 for buying book/stationery grant, Rs 2,000 for uniform and Rs 3000 for miscellaneous expen-diture), Free Smart Phones under CMCMESS and provision for free sanitary pads and sports equipment under the University & Higher Ed-ucation Health and Fitness Scheme (UHEHFS) (for girl students) .

For Inter-College Transfer facility, the components include transfer to a new college (as per request) and Free admission for the academic session 2023-24 (Admission amount ranging from Rs 5000 to Rs 9000 as per the stream/subjects offered), he added.

Th Basanta continued that the violence-affected students studying in government and government aided colleges may apply online in a given portal/link to be notified later to avail benefits under the scheme.

The notification for appli-cation shall be published in major newspapers of the state and announced in All India Radio/Local TV Channels.

The eligible students will be given sufficient time to apply on-line for the Scheme.

Tentative timeline for notification will be around 3rd week of July, 2023 .

In case of unavailabil-ity of internet, arrangement will be made for submission of application through the Deputy Commissioners of the districts, he explained.

For selection of appli-cants for the said scheme, he informed that a screening committee will be formed to examine the applications sub-mitted till the last date of sub-mission.

The Committee shall establish the genuineness of the applications based on the documents submitted by the applicants along with verifi-cation by the college/locality concerned.

The applicants should submit a certificate issued by the SDO/SDC of the subdivision/circle where the applicants are residing at the time of application.

During the launch ceremo-ny, the education minister also handed over TV sets for designated classrooms in re-lief camps for online/blended education taking into con-sideration the need for other peripherals and logistics for effective implementation.

For smooth functioning of the media related activities, the minister also handed over one TV Set for use in the DIPR office.

The function was also attended by higher and technical education corn-missioner Gyan Prakash, university and higher ed-ucation director Dr Ran-gitabali Waikhom, staff of department of university and higher education and prin-cipals of various colleges.
