Complaint urges probe into JJM scheme in Langthabal AC

A written complaint has been filed to the chief secretary appealing for investigating Jal Jeevan Mission projects in Langthabal assembly constituency citing suspicion of fund misappropriation.
In the complaint letter, activist Kh Bimal Singh of Awang Maibam Leikai mentioned that as per RTI reply from PHED, two projects were executed under NRDWP-JJM in Langthabal assembly constituency in 2017 18 .
No project was executed in 2018 19 and 2019-20, while 12 projects were executed in 2020-21 and two projects in 2021-22.The projects were taken up in seven villages namely Oinam Thingel, Sorokhaibam Leikai, Leiphrakpam Leikai, Naorem Leikai, Langthabal Mantrikhong, Langthabal Kunja and Haoreibi.
Contracts for laying 5949.39 running metres of pipeline were awarded to three'contractors.
However, pipelines were laid only for 1410.01 running metres in the seven villages, which raised suspicion of misappropriation of fund for the remaining 4539.38 running metres of pipeline.
All these projects have been completed in 2020-21 and bills worth Rs 2.30 crore released in the same year, as per RTI reply.
The complaint letter fur ther stated that JJM is meant for rural areas and executing works under JJM in Langthabal Kunja and Haoreibi would not be right since there is separate scheme for town areas, for which the government had already sanctioned Rs 384.11 crore fund.
The complainant further stated that Chajing Water Supply Scheme (WSS) was set up in 1978-79, Canchipur WSS in 1975-76, Haoreibi WSS in 1978-79, and Karam WSS in 1982-83.These water supply schemes used to cover even neighbouring constituencies like Keirao, Thongju, Singjamei and Naoriya Pakhanglakpa as well as some parts of Imphal city.
However, people of Langthabal assembly constituency have been deprived of tap water supply since the last decade, he said in the complaint letter while urging for investigating the matter.
