Discourse stresses activation of local bodies

Improper functioning of local bodies like panchayats and municipal councils are the main reasons behind the poor rating of the state in the good governance index, said Manipur University economics professor Chinglen Maisnam.
Speaking at a one day discussion on 'Election of Local Self-Government and its importance' organised by All Manipur Nupi Marup at Manipur Press Club, here on Monday, Prof Chinglen pointed out that good governance could not be achieved without devolving power to panchayat and municipal councils.
States with high rating in good governance have proper functioning of these local bodies, which are in direct contact with the public on the ground.
It should be the responsibility for all to revive the defunct local bodies in urban, rural and hill areas, he said while drawing attention of the government to conduct the pending local body elections by the end of the current year.
In her address, All Manipur Nupi Marup president Thingbaijam Sakhi expressed remorse over the state government withholding elections to local bodies, subsequently resulting in these local self-governments managed by administrative committees or caretakers picked and chose by the government in stark contrast to Section 22 of Panchayati Raj Act, which states that existing elected bodies should be in-charge of these units in case elections could not be held.
It also mandates that such administrative committees should have a maximum tenure of six months, she added.
Decentralisation/devolution of power is one of the key routes to ensure development funds reach the public.
However, in the state, the government is withholding elections for years without sharing power to the local bodies, which amounts to violation of the Constitution, she contended.
General secretary of the organisation, L Sumatibala said that majority of the population of the state are from rural areas and denying local self-government to the public for over two years is a serious issue.
The situation has demanded public discussion on the matter, which is why they are organising the event, she informed.
All Manipur Nupi Marup working president S Sorojini and senior advocate Khaidem Mani also attended the discourse as presidium members.
