'Tracking devices out of purview of HSRP scheme'

Directorate of Transport, Government of Manipur has refused to provided memory chips or other tracking devices like GPS/GIS in the High Security Registration Plate (HSRP) as demanded by some organizations.
Speaking to the media persons at her office, Director of Transport H Rosita, explained that providing for memory chips or any tracking devices like PGS/GIS was out of the purview of HSRP scheme.
A petition on the same had been filed by All India Private Vehicles Owners Association and was dismissed by Supreme Court on December 16, 2008 .
She said that the implementation of HSRP is to ensure uniformity in the size, colour and specification of Registration Plates all over India in all types of vehicles which is being registered/already registered under the guidelines of Ministry of Road Transport and Highways (MoRTH), Government of India.
Rosita further said that the scheme was introduced/commissioned on April 12, 2012 in the State with affixation of HSRP upon the vehicles in the office of DTO, Imphal West and that 86871 vehicles have been affixed with HSRP till January, 2015 against the vehicular population of 2,48,871 (as on March 2014) .
