Tribal students to intensify movement on ADC Bill

Imphal, November 12 2021:
A joint meeting of All Tribal Students' Union, Manipur (ATSUM), All Naga Students' Association, Manipur (ANSAM), Kuki Students' Organisation-General Headquarters (KSO-GHQ) and federating units of ATSUM convened here on Friday resolved to serve a 7-day ultimatum to the state government over the issue of new Autonomous District Council (ADC) Bill.
The meeting held at ATSUM office, Adimjati Complex with ATSUM president Paotinthang Lupheng in the chair deliberated the way forward activities of the ongoing "The Hills Areas Committee (HAC) recommended ADC Bill 2021 movement" .
The meeting thoroughly deliberated on ways for intensifying or sustaining the ongoing movement until the desired result is achieved.
The meeting resolved to reiterate the demand for convening a special session of the state assembly to table ADC Bill 2021 recommended by Hill Areas Committee (HAC).
It also resolved to serve an ultimatum to the state government to meet the demand within seven days' time starting from November 13 .
In the event of failing to pay heed to the demand, the meeting resolved to impose a 24-hour total shutdown in the entire hill districts of the state on November 20.In the event of no positive response received after the November 20 total shutdown, the meeting resolved to impose indefinite economic blockade along the national highways of Manipur from November 22, the meeting resolutions circulated to media houses stated.
In August this year, the HAC of Manipur Legislative Assembly had recommended a new Bill which they said aims at devolution of more powers to the ADCs in hill districts.
However, the state government did not table the Bill in the assembly citing various legal issues that needed to be addressed before introducing it in the house.
