MAHUD announces draft building bye-laws

In a step towards modernising and standardising building regulations across the state, the Municipal Administration, Housing & Urban Development (MAHUD) department has announced the draft notification for the Unified Building Bye-Laws, 2024.The notification, (fated October 29, introduces an updated set of building regulations aimed at promoting uniform development, enhancing safety, and ensuring sustainable urban planning across the state's 27 Urban Local Bodies (ULBs) and Master Plan-notified areas.
The draft bye-laws will overhaul existing Imphal Municipal Corporation Building Bye-Laws, 2013 and address outdated regulations currently in place in Bishnupur, Jiribam, Kakching, Mayang Imphal, Moirang, Ningthoukhong, Nambol and Thoubal, which were initially based on the Model Building Bye-Laws of 1998.In many other ULBs and Master Plan areas, including Andro, Heirok, Kakching Khunou, Kumbi, Kwakta, Lamlai, Lamsang, Lilong, Oinam, Samurou, Sekmai, Sikhong Sekmai, Sugnu, Thongkhong Laxmi, Wangjing Lamding, Wangoi, and Yairipok among others no building bye-laws are currently in force, highlighting a critical need for uniform regulations.
The draft Unified Building Bye-Laws, once implemented, will apply to all 27 ULBs as well as urbanisable areas within Master Plan boundaries outside municipal limits.
The introduction of these new bye-laws aims to streamline building standards, covering aspects such as building height, coverage, bulk, and structural safety measures.
They are designed to protect buildings from hazards including fire, earthquake, noise, and structural failure, promoting the orderly and safe development of urban areas.
According to notification, the adoption of these unified bye-laws will align Manipur with other states, such as Assam, Andhra Pradesh, Delhi, Gujarat, and Tamil Nadu, where such uniform building regulations are already in place.
By bringing the state's urban areas under a single, standardised set of building guidelines, the state aims to foster not only consistency in development but also to improve regulatory controls oyer construction and land use practices.
The draft bye-laws are available for public review on the town planning department s official website, https://www.tpmanipur.mn.gov.in.
The public are invited to submit any objections or suggestions to the chief town planner of the town planning department via email at [email protected] or in writing.
Feedback is open for a period of 15 days from the date of publication in the official gazette, after which no further submissions will be considered, the notification added.
