Discuss NRC during session: JCILPS

The Joint Committee on Inner Line Permit System (JCILPS) has urged all legislators of the State to discuss preparation of National Register of Citizens and adoption of 1951 as the base year for ILPS during the ongoing monsoon session of the State Assembly.
The committee also urged the Cabinet to revoke its decision to adopt 19'61 as the base year to identify the native people of the State.
Notably, the JCILPS has been raising strong objections against the Cabinet decision to set 1961 as the base year to define native people for implementation of Inner Line Permit System (ILPS) in the State instead of 1951 .
Speaking to media persons during a press meet held at Keishampat Konjeng Hajari Leikai today, JCILPS convenor Phulindro Konsam said that the student and women wings of the committee have submitted a memorandum incorporating 11 demands to Chief Minister N Biren Singh.
As per the JCILPS convenor, the memorandum urged the State Government to adopt 1951 as the base year for implementation of ILPS as the then Chief Commissioner Himat Singh abolished the entry and exit system of Manipur in 1950 and to establish Manipur State Population Commission and identify the native people among others.
Further urging the State Government to create a database to ascertain the figure of ILP permits issued and renewed so far and to identify the places where the non locals reside, Phulindro said that the non locals should not be allowed to purchase land in the State under any circumstances.
Saying that every contractor and company should refrain from engaging more than 50 non locals in implementing projects in Manipur and they must undergo medical tests properly, he appealed to the State Govt to establish a Land Reform Commission accepted by all.
The ILPS being implemented in Manipur lacks provisions to regulate the entry of non locals and is ineffective, he opined and urged the Members of the House to discuss the demands of the JCILPS during the monsoon session of the Assembly.
