Memo of DESAM highlights 'criminal conspiracy' by RIMS Director

Demanding necessary action against the Director of Regional Institute of Medical Sciences (RIMS) Dr S Sekharjit for his alleged rampant practices of corruption and 'criminal conspiracy' in the hospital since his appointment as the Director, Democratic Students' Alliance of Manipur (DESAM) has submitted a memorandum each to Prime Minister Narendra Modi, Union Health Minister, Governor and Chief Minister of the State today.
In the memorandum, the students' union alleged fund misappropriation by the Director in the purchase of 38 dental chairs for the Dental College of the hospital at a cost of Rs 3.75 lakh from an unauthorized and unapproved firm namely M/S Mukherjee Enterprise, Kolkata.
Since the market price of the chairs is only Rs 1.31 lakh, a financial loss to the tune of Rs 2.44 lakhs is caused to the institution.
The proceedings of the purchase by the Advisory Board of RIMS clearly indicate that undue favor has been shown to the said enterprise in procuring the chairs.
Dr Sekharjit Singh and four other officials were charge sheeted by the CBI and court proceedings have been already initiated, the memorandum pointed out.
''The RIMS sanctioned an amount of Rs 9 lakhs for development of gardens in the hostels of the hospital payable to his (Directors') wife Dr N Damayanti Devi who happens to be the Chiarperson of the Hostel Development Committee.
However, no work was ever done in any of the hostels,'' it alleged, adding that the Director also appointed his daughter Dr S Vandana as Senior Resident in Anatomy Department in violation of the existing guidelines of RIMS that the post of Senior Resident shall be filled up only by a postgraduate degree holder.
Irregularities in appointment of nurses, purchase of Tele Cobalt Machine and non compliance of Ministry's order in the appointment of medical Superintendent of the hospital by the Director are also highlighted in the memorandum signed by president of DESAM, Moirangthem Angamba.
