ATSUM calls for govt attention

Alleging that public funds have been siphoned off specially in the tribal areas, the All Tribal Students Union, Manipur (ATSUM) has urged the chief secretary, government of Manipur to investigate the reported drawing of a sum of Rs 204.20 lakhs (Rs two crores four lakhs and twenty thousand) for construction of lined field channel without issuing work orders and executing the works by the office of the Executive Engineer (I & OFD) Division, I CADA.
Disclosing this, president of ATSUM, Muan Tombing said that the bills for 173 numbers of works for construction of Lined field channel at Sagang, Lukhumbi, Borayanbi, Khoijumantbu, Leingangtbi and Kombirei at Khuga Dam Multi Purpose project in the Churachandpur district and 13 numbers at work for lining of distributaries at Sekta Imphal East and 9 numbers of work for lining of distributaries at Leimakhong river at Seijang Imphal West have been withdrawn vide order no 12/1/2013-FR (G) dated October 9, 2014 and another bill number 7747, 7748, 7749, 7750 and 7751 EE (I & OFD) Division - I CADA, DDO Code number 1501006 dated October 18, 2014 from Imphal East Treasury without issuing work orders and without executing the works.
Tombing maintained that after thorough verification in the concerned department, no work orders have been found issued for the said works.
No work orders have been issued to the contractors nor TR has been deposited for each work in the Imphal east Treasury.
He also said that no tender-at-call was deposited for each work.
Moreover, measurement books have also not been maintained.
He went on to state that the bills amounting for 195 works (173+13+9) is Rs 204.20 lakhs (Rs two crores four lakhs and twenty thousand) and was withdrawn by the EE (I & OFD) Division I CADA in the name of some contractors.
Since not a single work exists which proves to be not executed at all, ATSUM has urged the concerned authority to take immediate action in the matter so that development works will be properly implemented in the public interest and prevent further misuse of such power in the future.
